. This study aims to examine various dimensions of the application of weak signals in the healthcare system and propose strategies for optimizing their management in policy-making. Additionally, by identifying the relevant components and challenges, this research seeks to enhance the responsiveness of the healthcare system to emerging threats and social inequalities.This study is applied in terms of its objective, exploratory in terms of data nature, and descriptive in terms of research type. Data were collected through in-depth interviews with healthcare policymakers, experts, and academic scholars. A judgmental sampling method was employed, continuing until theoretical saturation was reached, which was achieved after 13 interviews. The collected data were analyzed using thematic analysis, identifying 70 basic themes, categorized into 28 organizing themes and 6 overarching themes. The reliability of coding was assessed through the test-retest method, yielding a score of 81%, indicating the trustworthiness of the results.The findings reveal that weak signals play a significant role in the early identification of threats and opportunities in the healthcare sector. As predictive and decision-making tools, they have the potential to improve public policy processes. Analyzing these signals requires leveraging advanced technologies, including artificial intelligence and machine learning, which enable the detection of hidden patterns and emerging trends. Moreover, intersectoral collaboration, data exchange, and the utilization of diverse information sources—such as local, digital, and social data—are key factors in the successful analysis of weak signals.The results further highlight that fostering an organizational culture sensitive to these signals and training personnel can enhance the efficiency of healthcare organizations. Ultimately, strengthening learning from past experiences and effectively utilizing improvement opportunities—while considering social justice and demographic needs—can pave the way for the advancement of healthcare systems.
