One of the issues that many thinkers in the field of development agree on is the issue of people's participation in different areas of social administration such as economy, politics and culture. The realization of people's presence effectively, maximally and with the appropriate mechanism makes it possible for the society to take more and more steps towards the realization of development. "Government as a platform" refers to a model of governance that uses technology and digital platforms to provide more efficient and effective public services. In this model, government acts as a platform for innovation and collaboration, providing a range of digital tools and services that enable citizens, businesses and other stakeholders to co-create and deliver public services. Government as a platform has gained a lot of attention in recent years, with many governments around the world adopting this approach to modernize their public service delivery. Although various government experts and researchers introduce the platform as one of the most effective mechanisms in promoting citizen participation, but a comprehensive research on the advantages that this platform creates for people's participation and also the challenges that this model presents can create in the way of popular participation, it is not presented. Lack of familiarity with the cost and benefits of implementing citizen participation platforms and many ambiguities can prevent researchers from recommending and politicians to implement this model of participation. This research, using a systematic and meta-composite review method, aims to comprehensively identify all the benefits and challenges of participation in the context of citizen participation platforms, and provide policy requirements to promote participation in this context.
