It is important to research the causes and areas of the gap between the state and the nation in order to investigate various policies that lead to reducing the gap, so that those in charge can identify effective policies based on scientific findings and implement them effectively. make policy Therefore, the current research has been carried out with the aim of identifying appropriate policies to reduce the gap between the state and the nation. The research has a mixed approach and is descriptive-causal in nature and exploratory in terms of purpose. After extracting the factors from the theoretical bases, in two stages, using the available sample method, the opinions of 15 academic experts were used. In order to achieve the dynamic system of the research subject, first by conducting in-depth interviews, key variables were identified and based on their behavioral patterns during the time and background of the research, a causal model was designed. In the next step and after the design of the flow model, a questionnaire was used to reach the consensus of the experts about the parameters of the model and in the form of Delphi technique. According to the capability of the flow model, the investigated policies in the form of different scenarios were based on the simulation through Vensim software and their effect on the behavior of the key variables of the model was analyzed over time. The results showed that the scenario of "improving the quality of life and social welfare" will reduce the gap between the government and the nation by 53%, and after that, "reducing organized corruption" will reduce the gap by 33%. Based on this, the first step in reducing the gap is to improve the quality of life of citizens and increase the level of public satisfaction.
