بررسی محدودیت‌های آسان بودجه‌ای در شرکت‌های دولتی ایران

چکیده
محدودیت آسان بودجه‌ای چارچوب مناسبی برای تحلیل شرایط مالی واحدهای دولتی اعم از دولت مرکزی، دولت محلی و بنگاه‌های دولتی است که از دهه 1980 در ادبیات اقتصادی مطرح شد. در این مقاله مسیر‌های مختلف بروز محدودیت آسان بودجه‌ای در شرکت‌های دولتی ایران شناسایی و مقدار اعتبارات مربوط به هر مسیر تحلیل شده است. شواهد نشان می‌دهد امتیاز شرکت‌های دولتی در بهره‌برداری از منابع طبیعی به ویژه نفت و گاز و سایر معادن، اعتبارات بانکی و سایر اعتبارات دولتی از عوامل بروز محدودیت‌های آسان بودجه‌ای در شرکت‌های دولتی ایران است. نتایج برآورد مدلی با آمار بودجه 382 شرکت دولتی، نقش مهم این منابع در تأمین مالی این شرکت‌ها را تأیید می‌کند. همچنین مدل دیگری نیز برآورد شده است تا تأثیر این منابع بر سودآوری شرکت‌های دولتی بررسی شود. نتایج مدل نشان داد که هر‌چه شرکت‌ها از منابع مالی آسان بیشتر استفاده کرده‌اند؛ سودآوری کمتری داشته‌اند. این وضعیت باعث شده تا فعالیت‌های رانت‌جویانه در شرکت‌های دولتی گسترش یابد. این فعالیت‌ها از یک‌سو بی‌انضباطی مالی گسترده‌ای ایجاد کرده که به کارایی این شرکت‌ها آسیب زده، فرصت‌هایی برای فساد اقتصادی فراهم کرده و شفافیت مالی در این شرکت‌ها را کاهش داده است و از سوی دیگر ذی‌نفعان این شرکت‌ها را در اجرای برنامه‌های بهبود عملکرد بی‌انگیزه کرده است. بنابراین پیشنهاد می‌شود برنامه سخت‌تر کردن محدودیت‌های بودجه‌ای شرکت‌های دولتی به همراه اصلاح فرایندهای رابطه دولت با این شرکت‌ها و نیز شفاف‌تر کردن وضعیت مالی، مبادلات و امور پرسنلی آنها به موازات برنامه خصوصی‌سازی این شرکت‌ها پیگیری شود.
