الگوی سخنرانی کارگزاران سیاست خارجی ایالات متحده آمریکا طی سال‌های 2009-2001

چکیده

کارگزاران سیاست خارجی کسانی هستند که از قدرت و توانایی تصمیم‌گیری، از‌نظر قانونی یا کاریزماتیک برخوردارند. همچنین ادبیات و سخنرانی مقامات رسمی دولت‌ها جزو مواضع رسمی سیاست خارجی و تبیین‌کننده سیاست‌های رسمی آنها محسوب می‌شود ازاین‌رو نوشتار حاضر تلاش دارد با بهره‌گیری از روش تحلیل محتوا به بررسی متون سخنرانی آنها در جهت شناسایی الگوی حاکم و مستتر بپردازد. به‌عبارت‌دیگر، با شناسایی و شمارش شاخصه‌های مقوله تحت بررسی در متن هر سخنرانی می‌توان الگوی آن را شناسایی کرد. مفروض این پژوهش با هدف کشف و توصیف شواهدی بر سخنرانی‌های مقامات و کارگزاران سیاست خارجی آمریکا، بر این امر دلالت می‌کند که الگوی سیاست خارجی آمریکا در راستای تأمین منافع و امنیت ملی آن کشور طراحی و اجرا می‌شود لذا، از حقوق بشر در راستای مهار کشورهای مخالف و ابزاری در جهت تأمین هرچه بهتر اهداف خود بهره می‌گیرد. این پژوهش در پی آن است که با توجه به تأکیدات روز‌افزون بر مقوله حقوق بشر و انتقادهایی که در این حوزه به دیگر کشورها به‌خصوص از‌سوی آمریکا می‌شود، روشن سازد که مقوله حقوق بشر ابزاری از‌سوی مقامات آمریکایی برای تأمین امنیت و منافع ملی در سیاست خارجی آن کشور مورد تأکید و کاربست قرار می‎گیرد. از‌این‌رو است که بعد از 11 سپتامبر مباحث امنیت، تروریسم و جنگ نقش پر‌رنگ‎تری را در سیاست خارجی ایالات متحده ایفا می‌کند که همین مسئله سیاست حقوق بشری آن را درگیر می‎سازد. به‌عبارتی در بستر سیاست خارجی امنیت‌گرا، سیاست حقوق بشری آن شکل می‌گیرد و معادله به نفع امنیت به ثمر می‌رسد.

Foreign policy elites are those who has ability to take decision according to law and charismatically. Speeches and literature delivered by officials of U.S. foreign policy are considered as parts of official foreign policy. Therefore, drawing on content analysis methodology, this paper tries to identify the dominated and implicit pattern in U.S. official literature. In other words, by counting the indexes within each speech text, pattern in U.S. Official literature will be discovered.
       Thus, U.S. utilizes human rights as an instrument for achieving its goals and containing its adversaries. The findings of this paper show that following 11th Septemer, some issues such as war, security, and terrorism play more prominent role in promoting U.S. foreign policy, involving U.S. policy on human rights. In other word, U.S. advances its Security-oriented foreign policy whitin a human-rights context.
