Interest relates to interest that isn't resulted from typical legal path to individual and people. On the other hand, nonconformity to this right may cause essential damages to the other fundamental individual or public rights. From this point of view, it can be assumed that right to interest is a secondary right which has a supportive property for primary individual and social positions. According to this assumption, this paper tries to prove that basically interest in the common scale in public and political right is entirely the citizenship rights rather than a human right. As a result, this right is as a secondary, temporary, variable, indeterminate and relative right whose purpose is stemming threats and terminating public right of citizens in society. It is natural that enacting and applying such right is based on the interest- in comparison to public right position and individual right position- being restrictive.
