انقلاب اطلاعات و ارتباطات؛ گذر از گفتمان اداره امور بین‌المللی به اداره امور جهانی

چکیده

گسترش فزاینده فناوری اطلاعات و ارتباطات دگرگونی در حیات بشری را در ابعاد مختلف سیاسی، امنیتی، اقتصادی و اجتماعی به بار آورده است. این چارچوب، در اثرِ گسترش فزاینده فناوری اطلاعات و ارتباطات مسائل و موضوعات جدیدی را پیش آورده که خارج از ظرفیت کنترلی و مدیریتی دولت‌ملت‌ها و نهادهای بین‌المللی دولتی است. مسائل‌ جدید یا وظایف ‌اداره‌ امور در زمینه‌ قاعده‌مندسازی‌، کنترل‌ و نظارت‌ بر موارد استفاده‌ از اینترنت‌ و تضمین‌ امنیت‌ اطلاعات‌، نوع‌ جدید منازعات ‌بین‌دولتی‌ و یا نابرابری‌های‌ فزاینده‌ در درون‌ و میان‌ ملت‌ها، چشمگیرتر شده‌ است‌. به همین دلیل، نظام‌های‌ موجود اداره‌ امور بین‌المللی‌ که بر‌اساس گفتمان دولتِ سرزمینی تأسیس شده‌اند، نمی‌توانند به‌ این‌ مسائل‌ جدید پاسخ‌ دهند.بر همین اساس، سؤال پژوهش حاضر این است که گسترش فزاینده فناوری اطلاعات و ارتباطات چه تأثیری بر کارآمدی و سودمندی گفتمان اداره امور بین‌المللی گذاشته است؟ فرضیه پژوهش این است که در عصر اطلاعات، گسترش فناوری‌های اطلاعات و ارتباطات گذر از اداره امور بین‌المللی به اداره امور جهانی را به بار آورده است؛ در این چارچوب، استدلال می‌شود که گفتمان اداره‌ امور بین‌المللی‌ در عصر اطلاعات دیگر نخواهد توانست از عهده حل مسائل و مدیریت سیاست جهانی بر‌آید و در نتیجه، گذر از اداره امور بین‌المللی به اداره امور جهانی که مبتنی‌بر برونداد شبکه غیرسلسله‌مراتبی نهادهای درهم‌تنیده بین‌المللی و فراملی است، بیش از پیش ضروری به‌نظر می‌رسد. پژوهش حاضر از نوع تحقیقات بنیادی ـ کاربردی است و از روش توصیفی ـ تحلیلی استفاده خواهد شد.

چکیده [English]

Growing expansion of ITCs has brought significant social, political, economic and security transformation in human life. In this framework, some new issues have risen beyond capacity held by nation-states and international institutions, which have generated new types of inter-state conflict and increasing inequalities. Therefore, existing systems of International Governance are far from being useful. thus, question is how growing expansion of ITCs affects international governance in terms of usefulness and effectiveness. Hypothesis is that in the information age, growing expansion of ITCs  has brought a transition from International Governance to Global Governance. In doing so, it is argued that International Governance Discourse can no longer resolve problems of global politics, and as a result, a transition from hierarchical International Governance to networked Global Governance will necessarily occur. This research is fundamental-applied and draws on  some analytical- descriptive method
