In this study, first, by conducting interviews with some of the executive and academic experts who are aware of the subject, we have designed a model as a practical guide for policymakers in this field. To identify the components of anti-corruption policy-making, semi-structured interviews were used. In this method, the experts in this field who have the necessary criteria were started according to the researcher's judgment and during the interview, they were asked to introduce other experts in this field. Then, in the quantitative part of the research, in order to confirm and validate the model, we conducted a study using a questionnaire and analyzed its findings, and 31 academic and executive experts were available, distributed and collected. In order to measure the validity of the model, factor analysis test was used to measure the relationship between the components of the model. To evaluate the measurement model, reagent reliability indices (Cronbach's alpha), internal consistency index of Dillon-Goldstein p-index, or composite reliability and convergent validity (AVE) were used. The thematic analysis method was used to analyze the interviews. The results showed that the proposed model includes 6 main dimensions, 22 components and 60 indicators. The main dimensions (policy-making management and planning, active monitoring and control system, futures studies and environmental management, realization of e-government, rule of law, dynamic political system) each of these dimensions has indicators
