Soon almost a quarter of a century will pass from the third millennium as well. Since the efforts of the UN secretary-general, who referred to the term in about 1977, despite the various conventions and resolutions of the Security Council and the UN General Assembly, we have not yet reached a consensus on terrorism, and this anomie has unfortunately been extended to victims of terrorism in the form of double standardizations. This clarifies the necessity and importance of this research search. In this article, we look at the analytical descriptive (at the same time comparative) approach to using the documentary and library method to find this question. given the many and diverse definitions of terrorism, does this disagreement affect its victims from the perspective of governments? Unfortunately, the answer is yes. given that the definitions of terrorism are practically indexed based on the interests of countries, these indicators have also been applied to the rights of victims of terrorism. In other words, the political profit-oriented indicators of governments undermine the rights of victims of terrorism.To get out of this situation can be (the Comprehensive Convention on victims of terrorism is defined as the establishment of regional media in the name of supporting victims and combating terrorism, through civil societies trying to identify the legal rights of minorities victims of terrorism in countries claiming to be far from political interests and so on... It can be relatively pioneering.
