Today, the low compliance of Iranian urban residents with the regulations for ensuring urban order and discipline has cast a shadow over the future of its cities. These abnormal behaviors that violate urban order and discipline are referred to as urban crimes and violations, and although they have been an old and persistent problem in all cities of the world, their growing rate indicates the inability of urban residents to control them. Iran is a socio-oriented country with a history of community-oriented approaches. Citizens also have a religious culture, and values and beliefs play an effective role in their compliance. In the meantime, a look at the status of the neighborhood and local community in Iran indicates the impact of local beliefs on believing in the processes that correspond to them. This article, which is written in a descriptive-analytical manner, seeks to answer the question of how the use of local institutions and the local community is effective in the legal socialization of controlling crimes and violations? And in order to control urban crimes and violations by this institution in a socially acceptable way, what requirements should be considered in their availability? It seems that by benefiting from the local community and designing a problem-solving institution and accepting its influence in determining control priorities, this institution consisting of the local community can increase the legal socialization of the urban crime and violation control institution.
