Abstract

The purpose of the intervention of judicial and quasi-judicial institutions and agents, including the police, in the affairs of children and teenagers is to support and correct the deviant behavior of this category in such a way that by correcting their behavior, their growth process will be directed to the right path. For this purpose, the police should benefit from the ideal model and the legal and criminological foundations reveal the necessity of this model. In order to build a good model, it is necessary for the police to have individual and institutional indicators. Identifying these indicators is the subject of the present research. In Iran's legal system, the police do not have significant authority in the field of criminal law for children and adolescents, and excluding limited cases, it can be said that they basically lack authority. Iran's criminal policy maker, in line with the approach of differentiation, seeks to create a specialized police unit in this territory through the approval of a bill that has predicted some desirable indicators but neglected others. The police should have decent personality traits, benefit from specialized ability, be problem-oriented in such a way that this institution seeks to solve problems in addition to the chapter of events, and the police should be compassionate in such a way as to prevent children and teenagers from entering the official process as much as possible , are considered desirable indicators.
