Abstract

Program and objective: The issue of environment and climate change is one of the basic and important challenges of human life in the present era, and this issue is on the agenda of vital organizations and governments, stakeholders and beneficiaries of health, especially in the field of social health in society. . has been taken The experiences of developed governments in the implementation of environmental policies at the national level show that the evaluation of the implementation of these policies should be investigated.

Research method: This article was combined, qualitative, quantitative and using the ISM method, the analysis of data taken from letters, review opinions and experts with more than 15 years of relevant work experience, and thus according to the said method, the validity And system reliability is controlled by software.

Findings: The findings show that in the review of the background of the research literature, there are two strategic levels of SEA and operational EIA, but there is no information about the link between these two levels in an integrated way, which is one of the important researches of this research. Also, at the strategic level, in addition to PPPs, a fourth P called "Priority" is also one of the new factors obtained from this research. Another important finding of this research was the use of "lead and lag", which was shown as a process in each step of the integrated road and operational model.

Results: The results are the result of the introduction of the "integrated strategic-operational model" which is in two interconnected processes during different stages, by the double indicators of lead and delay of each stage, which is fully introduced in the article.
