Abstract

Knowledge-based products are among the important concepts in the transition from an oil-based economy to a knowledge-based economy for developing countries. In order to gain an international competitive advantage and create more blessings from God-given elements, several elements play a role. As a legislative body, the government plays a significant role in the development of various industries. The role of governance should not be neglected in the development of the export of knowledge-based petroleum products. Therefore, the current research, based on Porter's diamond model, is important in order to quantify the role of governance in this category. For this purpose, while studying the existing laws, documents and specialized interviews in the field of oil, 12 semi-structured interviews were conducted with industry experts in this regard, and then according to Brown and Clark's approach in qualitative research methodology, they were evaluated and The coders were located. Governance plays an important role in Porter's diamond model from two cross-border dimensions (political influence, structural influence and international financial support) and intra-border (structural influence, cultural influence, legal influence and financial support).
