Analysis of the current and desirable model of urban and regional governance in the capital city according to the conflicts of activists

Abstract

The city of Tehran does not have an approved boundary. What is known as the territory of the capital, includes a large number of municipalities and villages, each of which governs a part of this territory independently of the other. Various plans related to the privacy of the capital, which have been compiled in recent years, have named the main authorities of the management of the privacy of the capital in different ways. It seems that the simultaneous presence of municipalities, government institutions and other executive organizations in the legal boundaries and privacy of cities has led to management conflicts in guiding and controlling the physical-spatial developments of cities. Therefore, these questions are raised, first of all, who are the main activists of the capital? Secondly, what are the conflicts between these activists? Thirdly, what could be the ideal future of the governance of the capital city (institutional, financial, etc.)?

In response to these three questions, the present article has tried to explain the current and desirable state of governance in the capital by referring to theoretical foundations, existing documents and interviews with experts. Therefore, data collection has been done in two ways: semi-structured interviews (in-depth interviews) with nine elite experts related to the research and content analysis of the documents and documents related to the research. Then, through theme analysis using MAXQDA software, a network of key themes has been drawn and finally it has led to the proposal of the desired model.

Finally, a model was obtained that is suitable for this range and scope, which tries to develop in accordance with this range. This model is based on the expressed conflicts resulting from the analysis of interviews and relevant documents, and by solving these conflicts, cooperation and participation is more feasible in this area.
