Abstract

The aim of this study is to identify and analyze the factors that influence the development of cultural diversity management policies within government organizations in Iran. The research encompasses master's and doctorate theses from universities between 2006 and 2021, focusing on cultural diversity management in organizations. The study employs an exploratory categorization design as part of its research methodology. Qualitative data was gathered through extensive library research and evaluated using meta-analysis. the results revealed that the influential variables in the design of cultural diversity policies can be classified into three primary groups: structural and contextual variables. These encompass five strategic, functional, managerial, supervisory, and social components, along with 23 specific indicators. Within the strategic category, the emphasis is on cultural unity and cohesion within the organization. The functional category highlights the development of cultural skills, while the managerial category underscores the importance of cultural perceptions. The supervisory category emphasizes the implementation of coordinated development rules, and the social category stresses inter-structural cultural adaptation as a recurring theme throughout the reviewed research, indicating its substantial impact. the study recommends that Iranian organizations leverage the insights from this research to effectively manage cultural diversity and mitigate associated challenges. Specifically, the research suggests that Iranian organizations should prioritize cultural unity and cohesion, focus on developing cultural skills, and promote cultural perceptions in their policy formulation.
