Conceptualization of Spatial Justice to Formulate Its Criteria and Indicators in Rural Planning Systems

Abstract
Despite acknowledging the importance and value of spatial justice in planning, there is still no clear understanding of it in rural planning systems. Planners, implementers, and rural engineers have adopted a minimal perspective on spatial justice, and due to an inadequate understanding of this concept in rural planning systems, deprivation has not been sustainably eradicated from rural settlements, which often lack sufficient livability. This study aims to fill this scientific gap by conceptualizing spatial justice to formulate its fundamental criteria and indicators in rural planning systems. The research is fundamental in purpose and qualitative in nature, using thematic analysis to conceptualize spatial justice in rural planning. Data were collected through semi-structured interviews, document reviews, and existing studies. Participants included 10 experts in spatial justice and rural planning, selected through purposive sampling. Data analysis utilized three levels of themes—basic, organizing, and overarching—with data validity confirmed through triangulation. The results show that spatial justice comprises five overarching themes (economic justice, cultural justice, social justice, political justice, and environmental justice), 58 organizing themes, and 120 basic themes, ultimately presented in a model illustrating their interrelationships.
