For this purpose, the police must benefit from an ideal model, and the legal and criminological foundations reveal the necessity of this model. To establish the ideal model, it is essential for the police to possess individual and institutional indicators. Identifying these indicators is the subject of this research. The police have significant authority in the realm of juvenile criminal law in Iran, and aside from a few limited cases, it can be said that they essentially lack authority. The Iranian criminal policymaker, in line with a differential approach, seeks to create a specialized police unit—through the approval of a bill—in this area, which has predicted some desirable indicators but has overlooked others. The police's possession of commendable personal characteristics, specialized capabilities, a problem-oriented approach—where this institution seeks to solve issues alongside addressing incidents—and a focus on mediation to prevent children and adolescents from entering the formal judicial process are considered desirable indicators. هدف از مداخله نهادها و کارگزاران قضایی و پیراقضایی ازجمله پلیس/ضابطان در امور کودکان و نوجوانان برای حمایت و اصلاح رفتارهای هنجارگریز این دسته است؛ به‌نحوی‌که با اصلاح رفتار، روند رشد آنها به مسیر درست هدایت شود. برای این منظور، پلیس/ضابطان باید از الگوی مطلوب بهره‌مند باشد و مبانی حقوقی و جرم‌شناسانه ضرورت این الگو را آشکار می‌سازد. برای پی‌ریزی الگوی مطلوب، برخورداری پلیس از شاخص‌های فردی و نهادی ضروری‌ است. شناسایی این شاخص‌ها، موضوع پژوهش است. پلیس/ضابطان در نظام حقوقی ایران اختیار چشمگیری در قلمرو حقوق کیفری کودکان و نوجوانان ندارد و با صرف‌نظر کردن از موارد محدود، می‌توان گفت اساساً فاقد اختیار است. سیاستگذار جنایی ایران، همسو با رویکرد افتراقی‌سازی به دنبال ایجاد واحد تخصصی پلیس -از رهگذر تصویب لایحه- در این قلمرو است که برخی از شاخص‌های مطلوب را پیش‌بینی کرده اما از برخی دیگر، غافل شده است. دارا بودن پلیس از خصوصیات شخصیتی شایسته، بهره‌مندی از توان تخصصی، مسئله‌محوری به‌نحوی‌که این نهاد در کنار فصل وقایع به دنبال حل مسائل نیز باشد و مدارامحوری پلیس به‌طوری‌که تا حد ممکن از ورود کودکان و نوجوانان به فرایند رسمی رسیدگی جلوگیری کند، از شاخص‌های مطلوب به‌حساب می‌آید. https://nashr.majles.ir/article_9622_97c8dd44858d3568fdf9537c4b8743b2.pdf
