Parliamentary approvals should be based on the bills submitted by the Executive in accordance with good legislative standards. The article attempts to compare the number of bills and motions (also their changes) in some countries with Iranian legislative process (during nine rounds of legislatures). Results reveal that unlike many parliaments of the world, Iranian legislative process has moved to legislative motion-based process particularly, in the recent years (during the 7th -9th rounds of legislatures). Then, this process led to weaken good legislation. Findings of the present research indicate often three reasons for the establishment of motion-base legislative process in Iranian parliamentary system including : the weakness of the party system, the lack of self-limitation instruments in the Rules of Procedure of Iranian Parliament on the legislative initiative by MPs, and poor communication channels between the Executive Branch and military, civil-commercial institutions. قانونگذاری،طبق رویه‌های «قانونگذاری خوب»، فرایندی است که گرچه در صلاحیت قوه مقننه است، اما مستلزم همکاری سایر قوا، به‌ویژه قوه مجریه است. بر‌اساس معیارهای قانونگذاری خوب، مصوبات پارلمان باید به لوایح قوه مجریه متکی باشند. این نوشتار با استفاده از روش آمار توصیفی، می‌کوشد درصد فراوانی تعداد طرح‌ها و لوایح و روند تغییرات آن در برخی از کشورها را با قانونگذاری در 9 دوره تقنینی در جمهوری اسلامی ایران مقایسه کرده و نشان دهد که برخلاف مجالس بسیاری از کشورها، مجلس ایران به‌خصوص در سه دوره اخیر (مجالس هفتم تا نهم) به سمت قانونگذاری «طرح ـ بنیان» حرکت کرده است. این روند به تضعیف قانونگذاری خوب در ایران منجر شده است. یافته‌های این پژوهش نشان می‌دهند که نظام قانونگذاری در ایران، عمدتاً به سه دلیل ضعف نظام حزبی، نبود ابزارهای خود ـ محدودیتی در آیین‌نامه داخلی مجلس در مسیر ارائه طرح توسط نمایندگان و ضعف کانال‌های ارتباطی قوه مجریه و نهادهای مدنی ـ تجاری، نظامی طرح ـ بنیان بوده است. https://nashr.majles.ir/article_292_1700002963a49da13542e0726b7bb758.pdf
