Today, the low compliance of Iranian urban residents with regulations ensuring urban order and discipline has created an uncertain future for its cities. These abnormal behaviors that violate urban order and discipline are referred to as urban crimes and violations, and although they have been an old and persistent problem in all cities of the world, their growing rate indicates the inability of urban residents to control them. It appears that the main reason for the inability to control these behaviors is the lack of a deep understanding of why they occur and the process appropriate to them. Public authorities, believing that what will bring about citizens’ compliance is coercion, have placed the design of formal processes and coercive control solutions on the agenda in order to compel citizens to comply. The implementation of these processes, with disregard for the factors affecting citizens’ beliefs, has not only failed to increase legal socialization and citizens’ belief in the legitimacy of the processes and institutions of control, but has also led to a significant increase in the occurrence and repetition of these behaviors. Iran is a community-oriented country and possesses a background of community-based approaches, citizens also possess a religious culture, and values and beliefs play an effective role in their compliance. In this regard, a look at the position of the neighborhood and local community in Iran indicates the influence of local beliefs on belief in processes consistent with them. This article, prepared through a descriptive-analytical method, seeks to answer the question of how the use of local institutions and the local community affects the legal socialization of the control of crimes and violations, and what requirements this institution should possess for the socially accepted control of urban crimes and violations. It appears that by benefiting from the local community and designing a problem-solving institution and accepting its influence in determining control priorities, this institution composed of the local community can increase the legal socialization of the institution controlling urban crimes and violations.
