Initially, exploratory factor analysis identified three main dimensions and thirteen sub-components. Subsequently, fuzzy DEMATEL was used to examine causal relationships among dimensions and components, revealing that factors such as weak administrative structures, international sanctions, and infrastructure limitations play predominantly causal roles. In the next stage, using the Best–Worst Method, experts prioritized these same components as the most critical challenges facing the innovation system. Overall, these factors exert a direct influence within the causal network and are of highest importance from a policy and management perspective for institutional and strategic reforms. Accordingly, the findings emphasize the necessity of reengineering administrative structures, strengthening intellectual property systems, and mitigating sanction impacts through the development of indigenous technologies.</span> <em><span lang="AR-SA">این پژوهش با هدف شناسایی و تحلیل ابعاد ناکارآمدی در نظام نوآوری صنعت خودروی ایران انجام شده است. ابتدا با استفاده از تحلیل عاملی اکتشافی سه بُعد اصلی و سیزده مؤلفه فرعی شناسایی شد. سپس به کمک روش دیمتل فازی، روابط علّی</span></em><em><span lang="AR-SA">– </span></em><em><span lang="AR-SA">معلولی میان ابعاد و مؤلفه‌ها مورد بررسی قرار گرفت و نتایج نشان داد بخشی از مؤلفه‌ها مانند ضعف ساختار اداری، تحریم‌های بین‌المللی و محدودیت زیرساخت‌ها بیشتر در نقش علّی ظاهر شده است. همچنین، در مرحله بعد و براساس روش بهترین</span></em><em><span lang="AR-SA">– </span></em><em><span lang="AR-SA">بدترین، خبرگان همین مؤلفه‌ها را به‌عنوان مهم‌ترین چالش‌های نظام نوآوری اولویت‌بندی کردند. درنهایت می‌توان گفت این عوامل در شبکه روابط علّی نقش مستقیمی ایفا می‌کند و از منظر سیاستگذاری و مدیریت، بیشترین اهمیت را برای اصلاحات نهادی و راهبردی دارد. ازاین‌رو یافته‌ها بر ضرورت بازمهندسی ساختارهای اداری، تقویت نظام مالکیت فکری و کاهش تأثیرات تحریم‌ها از طریق توسعه فناوری‌های بومی تأکید دارد.</span></em> https://nashr.majles.ir/article_11253_ddfa8a1fa86914072eb6e3e55c253856.pdf
